The city’s robust digital asset infrastructure, progressive regulatory environment, and grassroots adoption propelled it to the top of the list.
Multipolitan’s evaluation criteria included tax policies, licensing frameworks, technological infrastructure, and real-world crypto integration—with Ljubljana particularly excelling in ATM deployment and local merchant acceptance. The city’s longstanding cryptocurrency culture, evidenced by over 1,000 businesses accepting digital payments, demonstrates organic adoption rarely seen in larger financial centers.
